Regarding dates, you really need to just commit to a date and make it happen. Remember that you are providing a service by offering this tournament, not the teams by signing up. Like any service, if theres no/little interest, you don’t have to do it again. :)
Also, MixVent, I don’t see it working too well in TF2, simply because its a far smaller community than Source and people tend to stick within their friend groups (not that this doesn’t happen in source), although I suppose I am a little biased. :P

would have considered signing up, but 6pm start, no chance of us having a team together.
The only way that would stand a chance of working for us is if the date is a Sunday, and even then I’d still prefer a 19:00 BST start time

hm…Could you say when the cup will begin. I think 16 teams are registred, so the only thing you need to begin the cup. Or the site is too important?
