I'm an experienced TF2 player, but have never competed in any leagues. I have done some newbie mixes, and have had alot of fun doing those. I have a very open schedule as I am a student, I have a microphone, and am willing to play almost anytime of day, provided I'm notified ahead of time.

Lord of the Rings is awesome.
Also, you should probably go for the US leagues, for ping and timezone issues. ETF2L is the European league after all :P

If he is East Coast the ping might not be such an issue… Time is not an issue as well because he is a student, am I right? :P
