I have the same problem, i think its because of choke. Check your choke on the server.

looks like cl_interp 0 :D

When recording, use this command before you start recording.

Host_timescale 0.00001
Worked for me.

This is what I was going to suggest, only really follow the section in the quote box. I didn’t have the same problem as OP but once I used this my ping went from 90 to 48-49 on windows 7.
