Just to support the buff banner secondary I will sign up to get destroyed in bball again.

Having the Buff Banner equipped changes nothing, as you will most likely die before getting the Buff or get reset due to a cap – HOWEVER, if your Buff Banner meter is full at some point, activating it is NOT allowed.
Why would you force people to use Buff Banner but not allow them to activate it?

so no one will use the shotgun by accident or equips gunboats
