If everybody is mad every year, why not just make some amount of qualification games for every division? Some sort of placement matches. That way 1) less people/teams would have ‘discounts’ 2) less people could say “ugh, that team is shit, why are they higher than we are”, because they would have to play them and only the winner would get the spot.
