Yeah, it happens often lately, must be a steam bug or something. The solution is here: https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837

It happened to me during an official and I had to use an alt, none of the methods I found online worked.

Do the things mentioned in that thread, also delete the Steam/appcache folder, enable/disable DEP manually without using the command line (you can check how to do this online) and restart steam a few times. This normally works.
