I mean I know this kind of officials-only mix team will generally be decently well matched up against keen high teams but still, it doesn’t seem in the spirit of divs/tiers at all to make a high team which exclusively consists of and is explicitly looking for players who should be playing a div higher (ie prem).
I think you are taking this a bit too seriously…
