In pickups I played in at the beginning of the month this happened alot (at least 15 games, different servers), especially on Badlands. Typically after the game started, when there was 8 mins 50seconds left on the round timer, it would do this -:

Time out till there was 1 second left on the timer, then it\'d resume for a second, then the time out would begin again. It would then either, get to 18seconds (everytime) and the game would carry on as usual, or the game would time out and everyone would get dc\'d.

To me, I don\'t think Valve purposely left the ability to rj up on the barrier before setup ends in, rather they just didn\'t think about it (Gates being shut up in prematch being the priority).
