did you put all the files into tf/custom or the tf folder itself?

Be sure to have -insecure in your launch options to enable sourcemod & metamod

I am aware of this issue, and had it myself aswell.
Turns out you need to use newer versions of sm & metamod.

I have updated the OP with new download link to the same /addons folder as used on my own server.

Go to server that has MGE mod, ask a friend to go Endif with you. Point of endif is to get opponent in to air with direct hit with your weapon. It might be the best way to learn how to aim with pipes – basics atleast.
