well if u get the same spot 2 seasons in a row in d4 (3rd) u probably had some really shit screens, admins cant make u go up divs because uve played a lot of d4, if u dont improve why should they put u in d3?

It is fairly easy to explain.

To my knowledge the 3rd place in division 4 does not guarantee you a spot in division 3 in the next season.

In the logjam cup only certain teams and not everyone who is in Season 19 participated, so the seedings there are only a vague one, compared to Season 19.

And to your last point, how do you even want to know which team applied for which division, admin involved or not.
