Increase the gamma using the video card driver
Can’t change the brightness when in windowed mode in game, you have to change your monitors brightness completely I think.
mat_monitorgamma 1.6 i think is for LCDs fiddle around with that setting

this only works in fullscreen.
others are correct, you must do this either by
1.) colour profiling
2.) modifying driver settings
