Maximize fps and what fps config nowadays

Hello!
These are my relevant specs:
ASUS GTX 970 4GB
Intel i5 6600K 3.5 GHz
ASUS Z170-P- ATX
Corsair 8GB DDR4 2666MHz CL16
I wanna maximize my fps with this setup because it just doesnt feel smooth sometimes. Havent really looked at the numbers. The point is I’m using a really old fps config from like 2012. What fps config is recommended to use these days and what launch options is there that can improve fps? -high -no3d3x whatever that thing is called is what I can think of.
